Code of Practice

This code of practice is a ‘living document’ meaning that it will be reviewed and updated on a regular basis or as required.

This document is produced to provide a comprehensive code of practice for all staff of Cheap Boat Licence. It also outlines the responsibilities Cheap Boat Licence has towards its clients and industry partners.

Cheap Boat Licence is committed to operate within the guidelines of the BoatSafe Business Rules, as set out by the Department of Transport and Main Roads.

Administration and Operation

• Cheap Boat Licence will ensure that it informs the relevant authority of any changes in ownership or operation of the company that will affect its operation as a BoatSafe Training Organisation (BTO) as soon as is practical.
• Cheap Boat Licence will not recruit nor seek to recruit departmental staff for their operation in any capacity.

Documents for Clients

• Every client will be provided access to information about the course before it begins.

This information will contain:

• Fees and charges for the course.
• Licence Application Fee/s
• Refund policy.
• A statement of agreement that the student will contact Cheap Boat Licence should they require support (eg language, literacy/numeracy) during the training and assessment program, and how that assistance will be provided.

Staff Conduct

• All persons engaged by Cheap Boat Licence, must not intimidate, abuse, insult, harass or otherwise cause distress to any client or former client.
• All persons engaged by the Cheap Boat Licence, must avoid any conflict of interest between personal interests and obligations under the authority.
• All persons engaged by the Cheap Boat Licence, must not engage in conduct that brings the BoatSafe scheme, another BTO or the department into disrepute.

Staff qualifications and declarations.

• Cheap Boat Licence will ensure that all Boatsafe training providers (BTP) are fully qualified and competent to delivery and assess training courses. Cheap Boat Licence will ensure that all BTP’s only issues Statement of competencies (SOC) in compliance with the Boatsafe Competency Standards.
• Cheap Boat Licence will keep a file for each BTP they engage to deliver training and assessment under their authority. These files will contain all the necessary information required by the Boatsafe Business Rules (Section 5 Records for BTPs). Files will be updated and stored accordingly.
• Cheap Boat Licence will ensure that all BTP’s conducts training and assessment activities compliant with Cheap Boat Licence’s code of practice and the authority from the department. BTP’s will be required to read and sign that they understand this code of practice before commencing training activities.
• Cheap Boat Licence will instruct all BTP’s on how to conduct a BoatSafe course. Full training will be provided to all BTP’s before they commence any training activities and this will be documented in the employee’s file.
• Cheap Boat Licence will monitor and review the courses conducted by all BTPs, and make improvements to the delivery as required. Prior to commencing training all BTP’s will be required to read and sign that they understand the code of practice, the BoatSafe Business Rules and this Code of Conduct Document. This will be kept in the BTP’s file.

 Information and Staff communications

• Cheap Boat Licence will inform all BTP’s of any relevant information that is provided by the Boatsafe department in a timely manner.
• Cheap Boat Licence will maintain an active email address for the purpose of receiving information from the department.

Operational Review

• Cheap Boat Licence will conduct regular reviews of the training conducted to ensure that it complies with all relevant standards, and codes of practice. Procedures will then be updated as required.

 Marketing Ethics

• Cheap Boat Licence is committed to using ethical practices when advertising and marketing our product or service.

Insurance

• Cheap Boat Licence will maintain all necessary insurances as per BoatSafe Business Rules Section 6, including but not limited to; Public liability insurance and all vessel/vehicle insurance.

 Discrimination policy

• Cheap Boat Licence will ensure that entry onto our courses is not discriminated on the basis of gender, race, social, cultural, religious, disability, philosophical background or age. With the exception where age and/or medical requirements are specified by a regulatory authority for the issue of a COC.

 Record and document keeping

• Cheap Boat Licence will maintain a system for documenting and storing evidence of training and assessment courses as per BoatSafe Business Rules Section 22.

Assessment standards

• Cheap Boat Licence will follow all Delivery of BoatSafe training and Assessment as per BoatSafe Business Rules – Sections 12-18.
• Cheap Boat Licence will use only approved assessment instruments.
• Students have completed the theory component prior to, but no more than three (3) months before engaging in the practical training and assessment.
• Practical training and assessment will conform to the minimum recommended guidelines as set out by the Boatsafe Business Rules Sections 12 – 20.
• Cheap Boat Licence will meet all government legislative requirements while operating a commercially registered ship of 2E survey.
• All candidates will be provided with a course evaluation form, which provides the opportunity to give feedback on the BTP and BTO.
• Cheap Boat Licence will conduct the theory element of the course via an approved Boatsafe training programme.
• Cheap Boat Licence will ensure that the delivery of the approved BoatSafe training and assessment program is undertaken in a suitable environment. As per BoatSafe Business Rules Section 18.

 Medical fitness requirements

• Cheap Boat Licence will ensure all clients undertaking a BoatSafe course or applying for Recognised Prior Learning (RPL) complete a Recreational marine driver licence and personal watercraft licence medical fitness disclosure statement, this form is supplied by Maritime Safety Queensland.
• Cheap Boat Licence will follow all procedures laid out in section 21 of the ‘Boatsafe Business Rules’.

 Privacy policy

• All personal information collected by Cheap Boat Licence will be stored securely and will not be made available to any source outside of the Boatsafe scheme.

 Business planning

• Cheap Boat Licence has a current business plan which outlines the company’s mission and goals, it describes the method and strategies by which Cheap Boat Licence intend to achieve those goals. This plan is reviewed and updated as required.

 Logos used

• Any logos used on Cheap Boat Licence material will be used in accordance to that relevant bodies logo policies.
